Role Purpose:

We have an exciting Manager opportunity for our MoD IS Programme. The Digital Delivery Manager is responsible for overseeing the technical delivery team and ensuring the quality of the product.

This role will lead, inspire and manage a Team of some 30 permanent staff, working with the Authority and end Customer to ensure the delivery of all changes for the MoD IS Programme.

The Manager is responsible for the day-to-day activities and outputs of the team and shall ensure that staff are performing to the highest levels and accurately recording activity and delivering outputs that are aligned to the agreed requirements of any project or change. The manager will ensure that team members have the necessary skills; or shall liaise with the wider organization to obtain them to ensure that changes can be delivered consistently and on time according to the BtG Contract SLAs.

This role will have an important bearing in BDUK and partnering is a key to the success of current and future programmes, which must be continually developed and maintained. The Manager is responsible for all of the performance management of the team and will do so in accordance with Boeing policies and procedures.

The individual must have a keen eye for detail and the ability to address ever-changing priorities and demands whilst maintaining a cast iron focus on the strategic direction of the team ensuring it is fit for the future and able to cope with demands from customers in a rapid, responsive and iterative manner.

You will be joining a Programme currently undergoing restructuring to ensure ongoing management and delivery of Services and change is Agile and efficient to continue with this success of the current programme and ensure that delivery is in line with expectations and continuously improved according to both industry standard approaches and the requirements of our customers. There will be a need to be able to work in a high-paced environment, and you will be required to use your knowledge of user needs and business goals to frame problems and set priorities for the programme.

Key Responsibilities:

  • Validating change requests that come through the programme.
  • Liaising with the customer to ensure suitable and appropriate information is provided within Change Requests
  • Ensuring that impact assessments are fully reviewed, actioned and signed off appropriately
  • Fully assessing the needs of the end-user.
  • Proceeding with the most appropriate and cost-effective way forward.
  • Checking that change requests are fully coherent with full life-cycle planning.
  • Contributing towards product strategy and vision.
  • Meeting regularly with relevant stakeholders to drive the product forward.
  • Involvement in a range of programme management activities in support of the programme lead.
  • Controlling sprint scope and activity prioritisation within the sprint.
  • Input into Programme level prioritisation of projects
  • Closely working with Head of Project Management
  • Handing off projects into the live environment (ensuring quality and supporting documentation is in place) and interaction with Technology Service Manager and service transition to agree on sign-off and acceptance of change
  • Identifying skill gap in support of forward forecast of change
  • Support in the creation and deliver against Operational Line Agreements (OLAs) in support of delivery against SLAs to our customers.
  • Manage resource through appropriate tooling.
  • SAFe Agile Experience preferred
  • Ensure all business processes are followed.
    • Including but not limited to ISO20000, ISO27000, ISO9000 and ITIL4
  • Responsible for the PnL of your team.
  • Financial accountability to the programme
  • RIO management and escalation to the programme as appropriate
  • Communicate effectively, in an open and engaging manner, what is expected of each team member, and to wider stakeholders as necessary, the status of any work in a timely and clear fashion
  • Build effective relationships with key stakeholders at the MoD, acting as the interface between the Delivery and Technical BDUK teams and senior customer stakeholders.
  • Identify and resolve issues and conflicts within their team’s responsibilities or liaise with senior management to resolve
  • Interact and manage third-party suppliers in conjunction with the Supply Chain Management team as necessary to achieve the service levels and the desired outcomes of the services
  • Negotiate, where appropriate, with other MoD IS managers or functional / department managers for the requisition, and loan of required personnel from within BDUK
  • Identify and actively manage opportunities, risks and issues to ensure effective and efficient resolution
  • Manage the personnel assigned to the team. To include but not limited to Development and mentoring to ensure continual personal growth. Personal HR requirements, including leave, appraisal and workday reporting. Organizational HR requirements including individual refocusing of effort where required.
  • Ensure the health and safety of the workforce.
  • Develop your team to ensure they receive the training and develop for them to achieve individual and team priorities.
  • Coach, mentor, and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities.
  • Development of a team culture that emphasises quality, Seek, Speak and listen habits, team unity, continuous improvement and high performance.
  • Ongoing self-development and personal growth as an employee and as a manager.
  • Ensure you and your team complete all mandatory training set by the company
  • Effective resourcing of team ensuring future recruits meet the current and future skills and experience needed
  • Empower and motivate your team to take responsibility for their roles and priorities. Delegate responsibility and expect accountability and regular feedback.
  • Approve and manage employee work schedules including but not limited to: vacation, paid/unpaid time off, virtual working, flexible working requests and sickness absence.
  • Maintain transparent 2-way communication. Appropriately communicate organisation information through department meetings, one-on-one meetings, and appropriate email, IM (Instant Messaging), and regular interpersonal communication.

Within your role, you will support the Programme Manager to lead a multi-disciplined team, comprising of a range of matrix resources across the MoD IS Programme:

  • Security & Assurance.
  • Capability / Functional Resources.
